The difficulty for refugees to obtain a Jordanian sponsor prevents them from leaving the camp. Besides, there is a verification process after the leaving of the camp requiring refugees to present themselves to police to verificate their identity but it often leads to forced returns to Syria. Therefore, all these processes dissuade refugees from leaving camps and is a way to prevent urban refugees areas to appear.
III. The International cooperation
As the crisis entered in 2015, the situation of Syrian refugees in Jordan has fallen off dramatically. The EU and its member states should use sustained diplomacy to encourage the Jordanian government to enact a genuine ( véritable) open-border policy and to respect the principle of non-refoulement. The EU should also ensure humanitarian and development help without regard to their legal/administrative status.
However, notwithstanding (malgré) the importance of advocacy, the EU’s messages to the Government of Jordan are likely to remain unheard (inédit) if not combined with the implementation of more durable solutions.
One of the solution to reduce the pressure on Jordan and other countries bordering Syria, the number of refugees temporarily relocated or resettled in EU member states needs to increase.
Difficulties found to welcome refugees ...
- First, the number of refugees is too high for a country such as Jordan which is already drowning in the influx of refugees coming from Palestine etc. Syrian refugees represent 10% of Jordan’s whole population today.
- Thus the repartition of refugees in the world is strongly disproportionated. Indeed, in december 2014, Jordan, Lebanon, Turkey and Egypt were hosting 94% of the refugee flow while Europe is only hosting a minority of refugees.
- Besides, even in Europe, the welcoming of refugees is contrasted : indeed the majority of resettlements of refugees happens in Germany and in Switzerland.
- Others European countries are leading a policy of containment which prevents refugees from entering the borders of these countries. Instead of trying to find a solution to the huge influx of refugees that cannot be avoided because of wars that keep going and especially the Syrian war which is tearing the Middle East apart for years now, Europe is containing these refugees outside its borders, ignoring the real problem.
- Furthermore, although the EU provides help to the bordering countries of Syria, such as Jordan, this help is not sufficient to solve the crisis. Besides, this funding (428 millions euro since the beginning of the crisis) could decrease as the crisis last, because of a tiredness due to the duration of the conflict. Nevertheless, this funding is essential to Jordan and it has to be linked with humanitarian aid to set sustainable solutions.
- Besides, the refugees doesn’t necessarily all want to go to Europe where the culture is really different from their home culture. Europe thus need to keep helping bordering countries such as Jordan and to reinforce this help.
Since 2011, thousands of syrians have suffered far-reaching changes and the main host country (Jordan) is no longer able to afford to welcome more refugees because of numerous threatenings closely linked to this immigration.
In this way, the UN has to provide to an alternative aid, like rescuing migrant’s in operations; fighting, prosecuting (pourchasser) and investigating trafficking gangs; making the governments to stop blaming refugees and migrants for economic and social problems, Opening up safe routes to sanctuary for refugees that means allowing people to reunite with their relatives, and giving easier refugees visas; putting solidarity and compassion above petty wrangling (querelles mineures) over who should host a few thousand refugees…
Asylum is a human right, and the world has a very short memory. In the aftermath of World War II, most countries agreed to protect refugees through the 1951 Refugee Convention, and through UN agencies like the UNHCR.

Now, I would like to question the situation, today, about the International cooperation which depends now, completely to the UN and thus, the veto power…
