Mandatory MOSS compliance of vehicles on Field Missions
In line with relevant policies, procedures, rules and regulations of the United Nations Security Management System, and in accordance with the requirements of the Minimum Operational Security Standards (MOSS) in the Democratic Republic of Congo as approved on 05 May 2017, all United Nations personnel are herewith reminded of the following:
Managers at all levels have the responsibility to ensure strict observation by all UN personnel of the provisions of the approved DRC MOSS in this regard;
Vehicles proceeding on a field mission are to meet requirements as indicated in the approved DRC MOSS. These include availability of:
First Aid Kit
Fire Extinguisher
Spare wheel, jack, Appropriate Tools
Seat Belts, Reflector (warning) triangles, battery powered lantern
Special signaling for breakdowns (reflective vests, flares, etc.)
HF radio and/or satellite telephone
5 meters rope, strong enough to pull another field vehicle
Shovel, hand axe or machete
Fire lighting material
High visibility flag
VHF/UHF
Adequate emergency supplies such as food, water, blanket, to support at least for 24 hours.
A single vehicle proceeding on a field mission should meet on its own the provisions of the DRC MOSS;
In a convoy of UN vehicles proceeding on field mission, at least one of these vehicles should be equipped with the aforementioned equipment and supplies.
All are therefore reminded that the Area Security coordinator will only approve requests with vehicles meeting the specified standards.
